“The XRP network requires a one-time fee of 20 XRP for account activation” What does this mean？

Thanks for asking. This is a characteristic of XRP.

That means when you use XRP for the first time, you must transfer at least 20 XRP. Among them, 20 XRP is used to activate the account (can not be used normally). Part of more than 20 XRP can be used for normal transactions.
